In the fourteenth year, in spring, the feudal lords built a wall at Yuanling and relocated the state of Qi there. The Spring and Autumn Annals does not record this matter, because there were deficiencies among those who participated in the wall-building.

Jiji of the state of Zeng returned to her home state to visit her parents. Duke Xi of Lu became angry and detained her, because the ruler of Zeng did not come to court. In summer, they met at Fangdi, and Jiji then urged the ruler of Zeng to come to court.

In autumn, in the eighth month, on the xinmao day, Mount Shalu collapsed. Bu Yan of Jin said: "Within a year there will be a great calamity, almost to the point of destroying the state."

In winter, a famine occurred in the state of Qin. They sent an envoy to Jin to request the purchase of grain, but the people of Jin refused to give it. Qing Zheng said: "To turn one's back on kindness is to have no close relations; to take pleasure in others' misfortune is to be unkind; to covet wealth is to be inauspicious; to enrage a neighboring state is to be unrighteous. If these four virtues are all lost, with what can one guard the state?" Guo She said: "If the skin no longer exists, where can the hair attach itself?" Qing Zheng said: "To discard trust and turn one's back on a neighboring state, when disaster comes, who will come to the rescue? Without trust, disaster will occur; losing aid will certainly lead to destruction. This is an inevitable principle." Guo She said: "Giving grain does not diminish the resentment, but instead strengthens the enemy's power. It is better not to give it." Qing Zheng said: "To turn one's back on kindness and take pleasure in others' misfortune is what the people despise. Even close relatives will regard you as an enemy, how much more so a hostile state?" Duke Hui of Jin did not listen. After Qing Zheng withdrew, he said: "The ruler will certainly regret this."
